CT Clinical Services, Inc. and AMCP Treatment Intermediate, LLC are proposing to transfer ownership of CT Clinical Services, Inc.’s parent corporation, CT Clinical Partners, Inc., to AMCP Treatment Intermediate, LLC.

This will be a discretionary hearing pursuant to C.G.S § 19a-639a(f)(2) that is not governed by the contested case provisions found in Chapter 54 of the General Statutes (the “Uniform Administrative Procedure Act” or “UAPA”) and the Regulations of Connecticut State Agencies (“R.C.S.A.”) §§ 19a-9-24, et seq. Nonetheless, the manner in which the Health Systems Planning unit (“HSP”) conducts these proceedings will be guided by these statutes and regulations. 

Any petition for party status must be submitted at least fourteen (14) days prior to the hearing and any petition for intervenor status must be submitted at least ten (10) days prior to the hearing. In addition, HSP also requests that any petition for status be accompanied by any and all proposed pre-filed testimony that the petitioner seeks to submit for consideration by the hearing officer, along with an executed affidavit or affidavits attesting to the truth and accuracy of the statements set forth therein.

However, written public comment can be submitted up to seven (7) calendar days following the conclusion of the hearing, after which it will not be made part of the hearing record and considered by the hearing officer. Any written comment should be submitted to CONComment@ct.gov. If submitted via other means, there is a potential that it will not be included in the file or considered by the hearing officer.
